Details:

After the completion of task #15700, we now have a HEALPix map of the
catalogue with the brightest objects in each map. Next step is the
implementation of the quad structure that will take many permutations of these
objects and make a unique hash of all these to be stored and later on compared
with the query images and make relative matches.

This is a subtask of task #15637.
