Follow-up Comment #1, bug #58363 (project gnuastro):
I implemented 80% of the FITS 4.0 standard a few months ago in Scala language
(https://www.scala-lang.org/) and I don't remember any recommendations on how
to organize the HDUs. Hence, the message was strange to me.
In fact, I think that any recommendation about this should be explicitly
stated in section '3. FITS file organization' but I couldn't find it.
I agree that gathering the metadata on the primary HDU makes sense, but I
don't think it's part of the standard.
