[task #13658] Work on concave polygons too

Follow-up Comment #35, task #13658 (project gnuastro):

The functions for concave sort are merged into polygon library and pushed here
<https://github.com/sachinkumarsingh092/gnuastro/tree/task-concave-sort>.
Documentation and rebasing will be done before the final push and review.
Also, can you please push changes on savannah on GitHub master branch too. It
helps to keep track of the number of commits and promotes uniformity:-)
