Details:
BuildProgram uses all the library location information that was gathered
during configure time, but not the CPPFLAGS (locations of the headers).
This information should also be passed onto BuildProgram, otherwise it will
fail in the `make check' phase and later when trying to build programs.
This bug was reported by Michel Tallon.
