Details:

On commit 21362958eaaded332 (i.e. the savannah master branch right now),
on a debian/jessie installation, I tried:

./bootstrap --gnulib-srcdir=/usr/share/gnulib

and the bootstrap procedure crashed with:

! LaTeX Error: File `biblatex.sty' not found.

Type X to quit or <RETURN> to proceed,
or enter new name. (Default extension: sty)

Enter file name:

It looks like biblatex is no longer maintained in Debian GNU/Linux:

https://packages.debian.org/search?keywords=biblatex&searchon=names&suite=all&section=all

I don't know why this is the case.

Forced dependence on a program that is not in debian/stable (or even
available in any other more up-to-date debian version) does not seem
to be a wise interpackage strategy to me. There should at least be a
fallback for non-availability of biblatex - I haven't used biblatex,
but some fallback to bibtex and latex should presumably work.

[I put this in the "configuration file" group because that's
the closest to "bootstrap". Obviously this doesn't really
concern the configure file for a non-git user.]
