Details:

The .dir-locals.el file is currently defined to now allow tabs as indentation.
While this is good for most cases, Makefiles, need a tab to define a recipe.
So if we attempt to define a recipe in Makefile.am, the tab will be converted
to spaces. It would be great if `Makefile', and `Makefile.am' could be
excluded from this rule in .dir-locals.el.
