This is not necessary. The more natural elisp would be this:
(define-abbrev python-mode-abbrev-table
"for"
""
(let ((fn
(lambda ()
(snippet-insert
"for $${element} in $${sequence}:"))))
(put 'fn 'no-self-insert t)
fn))
Which isn't *so* onerous.
