This is almost certainly a OS issue (permissions, web server setup, selinux, etc...)
You may be better to ask in a different forum.

For example - what user does the webserver run as - I presume its not root. You'll
probably find that user doesn't have permission to use gnokii. alternativly, selinux
may be preventing the webserver from running external forked programs.

Check your webserver error logs, and the messages file (or equivalent).
