Which step failed? What error message(s) do you see?

It should be enough to enable the "GNU IceCat" checkbox in Software 
Sources. You will probably see an error about not being able to get a 
"universe" package index file, but you can safely ignore that. After 
that you should be able to install IceCat with Synaptic (or apt-get).
