Sorry for mangling my words at that late hour.

Given the contents of a package file, any "Suggests:" or "Recommends:"
lines are stripped of any names of packages with no installation
candidate, e.g., non-free packages.

Attached is a little (lightly tested) filter script.  Time for me to
file a bug on this, as Sam suggested.
