I can only state an opinion about this particular bug. I don't think
that it is a restriction as such, but more an insurance that a
particular change gets documented thoroughly. I have only read the bug
report, so I might be missing some context. On the face of it he is not
restricting anyone from changing the file, just insisting that reasons
are given in the documentation and you acknowledge that it is
non-standard to the program. It is certainly strange, but does it really
restrict our freedom to study the program and adapt it to our needs? I
don't think so.
