This is for historical reasons.  As you know, the FSF sponsored the
early development of Debian, until the goals of the project changed
and they decidied to provide non-free packages to "serve" more users.
Moving all the machines to another distribution is a huge task, as
many services/people/projects depend on them.  There are actions in
this direction, though.

TTBOMK, there'll never be such a list.  This is the case with Debian
now -- their "main" component is entirely free (with some exceptions
to be resolved, AFAIK), but they distribute non-free and contrib
"separately".  They claim that non-free and contrib are not part of
the Debian distribution.  Whether true or not, it is irrelevant as
long as they are engaged in a socaially harmful activity.
