That's incorrect (at least in Lenny).
The install scripts says somthing like:
There is non-free software that was made to work with
Debian. It's not part of Debian, but it's included in
the repositories for people that want to use it, bla
bla bla bla...
Do you wann use non-free software anyway?
YES NO
This is explicitly asking if the user want non-free software or not.
If you choose to use, Debian will activate non-free and contrib on
/etc/apt/sources.list
