Alright, I'll take the bait.

The operative statement in that page seems to be that "Flash Player is
part of a rich ecosystem of both open and proprietary technologies."
Apparently it is sufficient to mention a partial implementation (that
does not even support AVM2).

We can't fully implement all Flash technologies without receiving a DMCA
threat from Adobe.[1] Nor can we even redistribute the codecs Flash
requires without coughing up money for the multimedia industry's henchmen.

So, to rephrase that phrase: "Flash Player is part of a restrictive
ecosystem of publicised yet proprietary technologies."
