There are restrictions.  Read the GPL license in the file LICENSE.  If
you don't think like a proprietary software vendor, it's easy to
follow them.

You are free to make and publish executable files, but you have to
also publish the matching source code, and give each person who
receives the executable (and/or source code) the same rights that you
received from the GNU Project.  E.g. they are free to make copies of
the executable and/or the source code, and modify them if they like.
You cannot remove the existing copyrights from the code.  You must
give recipients a copy of the LICENSE file so they know their rights.
Etc.

The LICENSE file in the Gnash release has the full details.  The same
license applies to the Linux kernel and to thousands of other "free
software" programs (e.g. Cygwin).  Indeed, the license is what defines
those programs as "free software".
