It is because savannah renamed their arch repository server from
arch.sv.gnu.org to arch.savannah.gnu.org. So -

sh$ rm -f ~/.arch-params/=locations/address@hidden
sh$ tla register-archive address@hidden http://arch.savannah.gnu.org

your previously checked out archives can be continued to be used.
