The link on the page:
http://www.gnu.org/directory/gtk.html
pointing to the gtk sources is wrong. The bad link currently reads:
ftp://ftp.gtk.org/pub/gtk/v1.3/gtk-2.0.2.tar.gz
I believe it should read:
ftp://ftp.gtk.org/pub/gtk/v2.0/gtk-2.0.2.tar.gz
