One more try on cygwin64, including autogen.sh, configure and make output.
Again, works in 32-bit but not in 64-bit. ;(

To solve the chicken and egg problem do a make dist e.g. on Linux and untar the
created tarball on cygwin64.
<DaR> I'm finally getting back to this, and since I am setting up a brand new
computer, I was able to try this on the 32-bit version and capture what
packages I actually had to install for cygwin64 to even get this far. However,
what worked on the 32-bit version (make) did not work on the 64-bit version. ;(
