Initial Comment:
...that'd be some nice functionality.  Lessee... how
would this work:

- user fills in account info
- user hits submit and gets a "wait for confirmation" page
- email goes to site admin, who
- approves 
-- confirmation email goes to user as usual
- disapproves
-- consolation email goes to user

Something along those lines... would probably need a
new admin page similar to the "pending projects" page...
