Hi Jim,
To be perfectly honest, 1.2.9 is not really mandatory. But don't
take it as good news, because the required version is 1.2.0, which
isn't in Woody either. The reason is:

| * Added support for encoding specification in translated templates. Use

Since we (I) converted the Debconf templates to UTF-8, I had to
specify the encoding, which is only supported in Debconf >= 1.2.0.
You might try and look for a backported Debconf, but I'm not sure
such a thing exists.
