I've made the following changes:

1) fixed the bug #25: 
   touched www/account/register.php
2) renamed the cvs directory to scm (Software Configuration Management or 
Source Control Management).
   Files touched:
   www/include/project_home.php
   www/include/project_summary.php
   www/include/Layout.class
   www/themes/savannah/menu.php
3) removed some not used translation labels from Base.tab (such as references 
to foundries and sfos).

If it is ok, I'll commit the changes.
