It is possible. :^)
For example:
$ cat foo.rkt
#lang racket/base
(module bar racket/base
(define quux 2))
(define quux 4)
$ racket
Welcome to Racket v5.3.4.
> (enter! "foo.rkt")
> quux
4
> (enter! (submod "foo.rkt" bar))
> quux
2
