>From the hyperspec:

  #- is like #+ except that it skips the expression if the test succeeds; that 
is,

  #-test expression ==  #+(not test) expression


In other words, "#-:common-lisp foo"  means "evaluate foo iff
:common-lisp is not on *features*".
