Sorry, but at first I missed the fact that this old texinfo.tex
is in the gcl/info directory already.
After taking a closer look to the problem it is clear that
it is rather hard to make gcl.texi compatible with old
texinfo (at least 1999-01, 1999-03, 1999-04 versions).
So I've updated texinfo.tex in GCL CVS.  Now it should be OK.
