According to the ANSI CL spec, the bodies of the DO-*SYMBOLS forms
are implicit tagbodies. DO-EXTERNAL-SYMBOLS is, but DO-SYMBOLS and
DO-ALL-SYMBOLS currently are not. This is causing some of the
ansi-tests to fail.
