I think that it is inherent in the design of windows .dlls and/or run time
loader, so it won't be changed until Microsoft change it.

I such cases, the gcl tree will permit a local static build of the
full bfd lib, and linking against that. This is too bad though about
MS and weak symbols. Is it permanent?
