I was wrong.  We do array slicing.  While I could easily modify f2cl
to add an option not to do the array-displacement stuff, I'd rather
not.  GCL is broken and should be fixed.

However, if you think this is important for maxima, I will make the
necessary changes.  I don't think other Lisps should be penalized.
