[Gchemutils-main] The Gnome Chemistry Utils 0.8.3 are available

Hi

This is a maintainance release. It fixes a few issues:

* use yelp as the help viewer, not nautilus [20704].
* fix use of --disable-schemas-install [#20943].
* install mozilla plugin when browser is iceweasel.
