Exactly. The result will still be a mess for web users, because
they'll have to manage all their various proprietary plugins for
different types of DRM.
The biggest issue here is that W3C and the HTML standard will be
publicly embracing DRM and legitimising its existence if they proceed
with their current plan.
It really doesn't help that Tim Berners Lee is endorsing the proposal
either [1].
