This could also benefit free software - it probably won't happen in the case
of Linux, but one of the practical (rather than Linus' philosophical) reasons
for not relicensing some free software as GPLv3 or GPLv2-or-later is that some
of the authors can no longer be reached to provide consent for the
relicensing.
