I think you've highlighted why the NC clause is so problematic and NC
work is not considered to be free. I remember some years ago a
magazine wanting to share some NC material as a some part of their
free CD and weren't able to, so had to contact the creator for
additional permission (I'm not sure if they managed it before the
print deadline or not, but the creator's response was 'of course; I'd
never considered someone would want to do that'. In time they
relicensed all their work, but it took a long time and much more
effort than if they'd simply chosen a free license to start with).
