That’s a continuation of existing practice (the clue is in the word
“continue”) and “free [of charge] to end users”.

> License term from January 1, 2011 to December 31, 2015. Products and

> royalty-bearing, and royalties to apply during the next term will be
> announced before the end of 2010.

For anything else, including free software for streaming video, should
expect to licence (even if they don’t get pulled up on it).
