I am currently awaiting a machine (a desktop rather than a laptop, but they sell both) from EfficientPC: http://efficientpc.co.uk. They ship machines with Ubuntu pre-installed, and you can even choose whether you want Gnome, KDE or XFCE. I can't speak for their reputation as I haven't received my order yet, but I only placed it last week.
Failing that, Dell claims to sell some laptops with Ubuntu pre-installed, though whether they count as reputable or not I don't know. :)
