People are already pre‐judged.

Exactly like this.  There are special concerns when working with minors,
and as Lucy said this can be mitigated by them setting up a group for
themselves.

I could be wrong, but I think Tim had something in mind that would work
with Manchester Free Software, not orthogonal to it.  Such groups could
also encourage members to get involved with the mainstream group as a
group:  It takes some courage to turn up to a user group as a youngster,
and can be made easier if a few of you arrange to go together.
