Something I am only partially aware of but that might be of interest for a 
future talk is http://www.mysociety.org/projects, one of their regular 
volunteers is a Sam Smith who is conveniently based in Manchester and may be 
coercible, if anyone already knows him all the better if not I intend to make 
contact if there is any interest.  

MySociety.org are largely Open Source orientated - (from their FAQS)

  Are the projects open source?
   Nearly all of our code is open source, and will be in the future, unless     
   some compelling situation arises forcing a project not to be...
