Hello Fraser,

Plone and Drupal have been recommended elsewhere in this
thread, but your friend should also be asking about accessibility.

Is the company exempt from providing an accessible site to
its employees? If not, and if they are going to be using Sharepoint,
are they ready for the hoops to jump through to achieve AA-Conformance?
E.g. not using WebParts.

Obviously being locked into a monopolist's platform, and 
forced to use particular (recent and expensive) versions of
their software is also a consideration - but many firm's
grasp of IT strategy is strangely weak on this point :-/
