The libary as you point out look like a good option. As you say its well worth 
the try to aplie for the FREE for "community" groups.

We are a group in sorts and we are syber based in Manchester, ie mailing 
list "address@hidden"
and the web site.

What do we do for the Manchester communtiy.

Give free advise on free software issuses. That is the public can join the 
mail list to ask question and could have a free meeting room in the central 
libary a access point where peaple could come and talk about free softwar and 
its related issuses. Or just chat with other free software of manchester.
