Are you talking about CoLinux ? <http://www.colinux.org/>
It's not a VM; it basically runs Linux as a Windows application (as I
understand it) - I guess a lot like a Xen instance. I haven't tried it
myself, but it has got a lot of attention recently.
The advantage over a LiveCD would probably be primarily speed, but I
suspect those who fear putting a strange CD in their computer (and, to
be honest, rightly so - no matter your OS) will be even less willing to
install a distribution, even if it doesn't touch the existing OS.
