I can confirm that I've heard 24 Sep as a likely date for an undebated 
vote on this at the competitiveness council. I will update 
http://www.affs.org.uk/patents/ if not beaten to it.

Can anyone find the agenda for this? I can see a "will appear here" on 
the nl eu presidency site at
