Well, certainly for the lesser honours, the usual form is to get a few
sponsors. Lobby a sympathetic MP with AC's cv (you can't really expect
him/her to recall all AC's contribution otherwise) - or find a local
council which knows something about linux, and get the council leader to
write in... (Or a university worthy or two)

And be prepared to do it more than once, over 2 or 3 years
