is interoperability. The European  Community led the world by adopting
the interoperability  provisions in  its 1991 Software  Directive. The
Software  Directive's  provisions  permitting reverse  engineering  to
achieve   interoperability  are  a   cardinal  principle   of  systems
development generally  and of  networked computing in  particular. The
effective survival of these provisions  is critical and we believe the
EU Copyright proposal should leave no doubt about this."
