[Fsfe-france] GPL et code dérivé

Question pratique sur la GPL posée par un utilisateur de httrack (GPL): si 
quelqun développe un GUI spécifiquement pour un logiciel GPL, le code de ce GUI 
est il de facto en GPL? Ou le code est-il considéré comme "indépendent" ? 

Le passage suivant de la GPL me parait assez obscure:

"These requirements apply to the modified work as a whole. If identifiable 
sections of that work are not derived from the Program, and can be reasonably 
considered independent and separate works in themselves, then this License, and 
its terms, do not apply to those sections when you distribute them as separate 
works. But when you distribute the same sections as part of a whole which is a 
work based on the Program, the distribution of the whole must be on the terms 
of this License, whose permissions for other licensees extend to the entire 
whole, and thus to each and every part regardless of who wrote it."

D'un côté un GUI est indépendent (il n'importe pas de code source, et "se 
lance" sans avoir besoin de l'autre programme), mais de l'autre côté un GUI 
sans le programme associé ne sert strictement à rien.. et on peut considérer 
qu'il étend les fonctionnalités du programme GPL.
