L'étude est relative à l'usage des logiciels libres dans le secteur public,
dans 6 pays d'Europe (France, Belgique, Italie, Espagne, Allemagne, Suède).
Elle sera normalement publiée sur le site IDA http://europa.eu.int/ISPO/ida/

Je suis sincèrement étonné que vous puissiez lui trouver un caractère
secret, puisque en France la MTIC (4200 abonnés, dont les 3/4 dans les
administrations, collectivités territoriales,etc) a largement diffusé notre
questionnaire et que lors de la participation à l'atelier du libre (MTIC, 15
mai avec près de 70 intervenants du secteur public, des contacts ont été
pris, qui complèteront les connaissances acquises sur le web et l'édude de
divers rapports et opinions (Carcenac etc.). 
Que faut-il faire pour informer davantage?

Votre contribution à l'étude est bienvenue, et je vous promet qu'elle sera
signalée, si elle se rapporte à des faits - expériences ou projets réussis
ou non et leur analyse - d'installation de logiciel libre dans le secteur
public. J'attends donc votre contribution avec grand intérêt.

Dans le cadre d'une activité régulière au service de l'Union Européenne,
Unisys a été chargé de cette étude suite à un appel d'offres ouvert. Nos
consultants travaillent avec un réel souci d'ojectivité et sans être
influencés ni influencer les autres activités de la société (37.000
personnes, en majorité dans l'intégration et le service). 
Du point de vue de la FSF, cela peut aussi devenir un avantage: les
responsables du secteur public cherchent une stratégie en matière de
e-gouvernement et une opinion qui n'est pas celle d'un avocat déclaré du
libre a peut être plus de chances d'être entendue...

Hello,

The study is related to the use of Open source software in the public sector
("open source" is the EU official terminology for "Libre / Free Software")
in 6 European countries (France, Germany, Spain, Italy, Sweden, Belgium). It
will normally be published in the EU IDA site http://europa.eu.int/ISPO/ida/

I am sincerely amazed about your opinion that in France "it's done in
secret" as the MTIC (4200 subscribers, mostly in public administration)
disseminated our questionnaire and as our participation to the free software
workshop (May 15, with 70 attendees) allowed many contacts that will
complete web and other study knowledge (as the Carcenac report). 
How can we inform widely?

Your participation to the study is welcome anyway, and will be referenced
provide it is related to facts - successful or unsuccessful experiences and
analysing the reasons why - of implementing free software in public sector.
I look forward for your contribution.

Unisys was awarded with this study contract as a part of its usual business
with EU, after a open call for tender. The study will be conducted in a
neutral spirit. Studies performed by Unisys as a part of its consultancy
business have no impact on Unisys strategy (37.000 collaborators) mostly as
a global service provider and system integrator.
>From the FSF viewpoint, it may also become an advantage: public sector
managers are looking for a e-government strategy and opinion of a "non free
software advocate" may be listened.

        En tant que vice président de la FSF Europe je me joins à Olivier
Berger. Ainsi que j'ai pu vous le dire lorsque nous nous sommes rencontré
à Bruxelles, cette étude me parait devoir naturellement impliquer les 
acteurs du Logiciel Libre. Il serait dommage qu'elle soit faite en secret
alors que son sujet concerne précisement l'univers colaboratif et ouvert
du Logiciel Libre.

        Cela permetrait aussi de donner une légitimité à l'étude au
regard du monde. Le commanditaire recevra sans doute avec
bienveillance les conclusions de l'étude mais il serait dommage
qu'elle puisse être critiquée sur le motif qu'Unisys n'a jamais eu la
moindre implication dans le mouvement du Logiciel Libre. D'aucuns
pourraient même aller jusqu'à dire que les conclusions sont à peu près
aussi crédibles que si l'on avait demandé à Microsoft de faire une
étude similaire.

        La FSF Europe et ses organisations associée (APRIL en France)
travaillerait volontier de concert avec Unisys afin de donner à cette
étude le crédit qu'elle mérite.

        As vice président of the FSF Europe I agree with Olivier 
Berger. As I told you when we met in Brussels, it seems to me that
this study should involve actors of the Free Software movement. It
would be a shame that it's done in secret when the subject is precisely
the collaborative working universe of Free Software.

        That would also allow you to legitimate the study to the
world.  Your client will certainly by happy with the conclusions of
the study but it would be a pity that it could be criticized on the
sole motive that Unisys has never been involved in the Free Software
movement.  Some might even go as far as to say that the conclusions
are approximately as valid as if a similar study was conducted by 
Microsoft.

        The FSF Europe and the associate organizations (APRIL in France)
are willing to participate and help Unisys in order to give this study
the credit it deserves.
