I suspect that he skimmed it - some people have a habitual blindness to
wall of text and you'll see that "verbatim copy" is a bold heading
further down. Though "distributing modified copies" is also a big
heading, it is easy to see how a light once-over of the license could
lead to the conclusion drawn. Especially in an anti-gpl environment.
