I would guess that:
1) pfm is rarely used
(even MS seems to have replaced it with a new format)
2) FreeType isn't really the right place to get kerning information
any more. With the advent of OpenType, kerning got more
complicated and much of the smarts had to be moved up to the
next library (pango or whatever).
FreeType itself only supports the legacy formats.
So it isn't that no one does kerning, it's more that other file formats
tend to be used.
