Old versions of USP10.DLL did not have Bengali support yet. In reality
the official Bengali support will be shipped later this year.
The init feature works because we know when a word is beginning.

Subject: init feature in bengali
Hi,
I noticed that in Vrindra the init feature is written without any
context information, and the beta version of usp10.dll renders it
correctly. This is exactly what one would expect reading the VOLT
documentation, but this didn't seem to work in the old usp10.dll (the
one that comes with VOLT), it needed additional context information. I
have been meaning to ask this on the VOLT list, is this a bug in the old
usp10 ?
