I think I must have misunderstood your question. I was pointing to the
fact that it is used in CDAC applications.

I don't think that I have ever seen it used in old manuscripts - so I
tend to think it's a printers or font designers hack.
I could see it being used for instruction. For example:
To write a conjunct of Ta and Ma, first write down a half sized Ta like
this: <Half Ta>
Then draw a Ma so that is connects to the Ta at the bottom right like
this <Ta_Ma.conjunct>
