[Erc-discuss] Auto-reconnect code rehauled

After hearing some reports of auto-reconnect not working properly in
some cases, I overhauled the process sentinel to fix this.  It should
work properly now.  Thanks to jbms for help with testing the changes.

The changes are available in git, and also in the erc-latest tarball and
zip file at http://mwolson.org/static/dist/.
