Log message:
        Added a new command that permits a user to get the <title> element of a
        web page.  For example:
        
        <pete> !web-page-title
        http://www.eonline.com/News/Items/0,1,15663,00.html?fdfour1
        <petebot> That page title is E! Online News - The End of Brad and Jen
        
        Why did I add this??  Well I need deego's help on completing the
        feature, basically I want to have a flag and then let erbot
        automatically call this function whenever someone posts a url to the
        channel (basically do the same thing that "??" does with m8ball).
