It is not correct: The value of ac_cv_c_typeof is effectively

  typeof
  __typeof__
  no
It never sets it to empty. Therefore the test
  test "x$ac_cv_c_typeof" != 'x'
always evaluates to true.

The correct way of writing this test is:
  test "x$ac_cv_c_typeof" != 'xno'
